Personal Data Protection Law No. 151 of 2020
The Law is read with Executive Regulations Decision No. 816 of 2025 and the current materials of Egypt's Personal Data Protection Center (PDPC). The archived official Al-Amiria publication capture and the official 2025 Gazette regulations were reviewed before drafting these controls.
Core operational duties
Legal basis and rights: Articles 2-3 establish consent and other lawful grounds, transparency and enforceable rights over personal data.
Controller, processor and DPO: Articles 4-9 allocate responsibilities, require security and records, and establish Data Protection Officer appointment, registration and cooperation duties.
Regulated processing: Articles 12-16 place additional controls on sensitive and children's data and transfers outside Egypt, including licences or permits where required.
Marketing: Articles 17-18 require consent and clear sender identification, an easy opt-out, purpose limitation and retained marketing records. The Executive Regulations add application and implementation detail.
Licence, permit, accreditation and DPO-registration requirements should be mapped to the organisation's actual activities and completed through the PDPC.
